Actually, these logs are created if the XWindows GUI is used. I have since 
found the logs for the Java GUI. For future reference these logs can be located 
and viewed in /usr/openv/netbackup/logs/user_ops/???????. This directory 
contains directories for userids that are allowed to do restores. I found it by 
starting a bogus restore and looking at the log file name displayed by the GUI. 
Then I did a UNIX find command and this is where I landed.

If you setup operator IDs, look under their home directory.
These are indexed sequenetially starting with 001 and so on
and the log file names are bplog.rest.XXX etc.,
