I think you are asking for a calendar-based bpsched. I know
that as of datacenter 3.4, it is not available. However, I 
would create a schedule for the monthend and use the bpbackup
command and unix cron (assuming you are running it on Unix) utility
to achieve this.

I would like netbackup not to run a specific policy on the last day of
