I'm running NBU 3.2 on Solaris 2.6 with Informix 7.31.UC4.

The logical logs backups are invoked automatically by Informix.  In
the onconfig file you have to define the ALARMPROGRAM variable to the
name of a script that will invoke the command 'onbar -l'.  This way,
whenever a log becomes full, this script will be called to back it up.

As for the LTAPEDEV variable, in our onconfig it's set to the name of
an unexistant file (/dont/exist, to be specific).  I don't remember
now where I read about it, but I'm sure it's documented somewhere that
it should be that way.  (Bear in mind that I'm not using the same
Informix version, so this may not be legal anymore.)

The NBU informix class that you defined for the backups must have a
Default-Policy type of schedule, preferably one having 24 hours a day
of backup windows so that no logical backup will be forbiden.  Note
that you do not control when they're going to happen.  It all depends
on the rate a which the logs are consumed.
