To answer some of your questions ...
I have only 1 volume database which is located on my
NB master.  I do have multiple hosts (slaves) sharing 
my robots.  On average I have about 4 hosts connected
and sharing drives in my robots.  Since I have only 1
volume database your concerns in the first part of you
questions become null/void.  To answer some of your other
questions, the answer is YES on rare occations I have
expired a media and still needed to deassign it using the vmquery
command.  Early on I figured out that I needed to run bpexpdate
with the -host option and the fact that NB extablishes a media
database on each media server.  I have never had a case 
were vmquery did not deassign a tape.  I always try to run 
bpexpdate first and make sure that the media id is not in
any media database before resorting to vmquery.  bpexpdate
should remove the media id from the media database and 
deassign the tape from the volume database as well.
