I have verified that the license works on a fresh install of RHEL and WIN, so 
it seems the problem lies in the nsrdb of the recovered NW server.

Is there a way to change the OS type specification in nsrdb ?

Maybe you need a UNIX enabler beause of the old information imported from the 
old media db and resources db.
Does the win/lin enabler work (without errors)  if you start Networker with 
empty mm and res?
