In general, there are 2 possibilities:
  - the enabler is wrong
       run "nsrcap -nvv -c <enabler>" to verify its purpose. 
  - the enabler is correct but misinterpreted (yes, this happened rarely)
       then you must contact EMC support to get it fixed
