[Networker] backup problem: not all files backed up

NW server and client: windows 2008R2, NW 8.0.1.2.
During a file system backup d:\app\bg\product\11.2.0\dbhome_1\BIN\oracle.exe
is not backed up.
Message is: save: matched internal `skip' on `oracle.exe'
oracle.exe is only backed up as part of VSS SYSTEM FILESET:\.

I found a note that a registry entry should help, but it did not.

 
Is there a workaround?
