The Change Journal is not installed by NetWorker - it is a MS software.
NW only installs a 'manager' which allows you to (partially) disable it for 
certain drives.

So i assume that NW's manager is not installed if CJ is not present. However i 
do not know how you could not install CJ or remove it.
