A save set is a logical entity defined by the user (manual backups) or by the 
admin (in the 'client configuration', aka as 'client resource').

The manual save stream is pretty clear: if you want to backup your D:\test 
directory, just start the command "save -s nw_server D:\test".
Consequently, the smallest entity is a single file, the largest entity is a 
file system. 
Please be aware that there are specific names for database save sets and 
whatever is seen as a database (i.e. VSS specific information).

The save set configuration is not clear as the default value in the save set 
list is "All". "All" is an alias. The result will be one save set for each HDD 
partition (again, the largest entity) on your local disks.

There is also the term 'save stream' which you may also see sometimes. There is 
not a big difference:
  - the save stream is created during the backup. It refers to the processed 
data (a "save set's data 'in motion'").
  - It will finally result in a save set(s).
At least 1 new save stream will be needed to create 1 save set.
