Modifying NTFS permissions shouldn't change any of the other file attributes
(date modified, created, accessed).

You should then be able to use robocopy to copy to the portable device to
preserve these attributes and strip any NTFS permissions. Xcopy might also do
the trick too.

You seem to have mis-understood what I am doing, and where the data is
coming from, and to where. There is no need for scanner anywhere, nor is
there a new datazone or media db.

No, I can not open the file. That is the whole point. The security on the
redirected recovery keeps the original security of the backed up files.
And the original security only allows a specific user to access those
files. And I am not that user. So in order for my user to access these
files, I have to change the security. This change is what changes the
timestamp. And this change is what I am trying to avoid, yet still be able
to access the file.

What I want to do is a directed recovery, with the option to *not* recover
the security on the files, specifically in a Windows environment. And I
see no way to do that.
