HCT reports everything passes. I guess I'll try a reinstall.

Most likely you will not even be able to run a local backup on your server. But
you can try it from the command line with added verbosity. Hopefully you will
receive more detailed info.
If this is a rather fresh scenario, i would suggest a reinstall.
Otherwise you can try the new NetWorker Health Check Tool (HCT), which is
available on request from EMC support. It helped me recently in a bunch of
similar issues.
