I would check the gst service state and if nothing else helps reinstall the NW
man cons

I am running Networker 7.6 SP1 on Windows 2003 R2 64 bit. I am getting the
following error when I try to connect to the NMC. Unable to connect to server:
Remote system error - No connnection could be made because the target machine
actively refused it.
Another error coming up is Stale asynchronous RPC handle. I don't know what
either error means??
I have the firewall turned off and this was working fine up til a couple of
days ago.
Any help would be much appreciated
