You are correct Dave, one DDS license per physical drive you wish to share.

We have a DDS setup (10 drives) between 10 ndmp clients. I know that
NetWorker network edition has a limitation of 16 devices. Am I correct that
this refers to physical devices, and not logical devices?
In other words, 10 physical drives is less than 16, whereas the 100 logical
devices we have configure is not an issue.
