It does a library reset, which unloads all the tape drives, and re-syncs
Networker with what the library provides as current inventory... which
is equivalent to issuing a 'nsrjb -HE' command.

In the NMC online help, I found the following verbiage which, while not
specifically about that option, seems to support my idea:
"If the disabled drive is part of a library, it
might be necessary to reset the device. To do this:
>From the command prompt, change the path to the
directory that contains the Sun StorageTek EBS binaries.
Type this command:
nsrjb -HE"
