I just did "scanner -i" on the 2 tapes that hold this saveset, and scanned
in the order of the saveset, so they should be a (new) index for this
saveset.

I'm not. I had set the retention time to "85 months" (see below), and the
browse time to "84 months", so that the browse time would definitely be
less than the retention time.

I did, and I don't. :-) That's why I'm asking - I did "scanner -i", but
can't seem to change this browse time. The browse time is
10/29/2008, which is 2 months later than the savetime. And 2 months is
what the browse/retention policy was, at the time the saveset was created.
That's why I am trying to change it.

I usually do both "-w" and "-e" in the same command. This is the first
thing I did, when the "scanner -i" completed.

Then I tried deliberating setting the browse time to be less than the
retention time:

Since the retention time did change (to 10/02/2017), I tried to set the
browse time to be one week less than that:
>nsrmm -s admnman004 -S 1891137112 -w "09/27/2017"
