I always thought the "fragflags" option of mminfo would show you the order 
that a saveset is writen to tape (i.e., a value that includes "H" is the 
start of the set, "m" is the middle of the set, and "t" is the end of the 
set).

So what is going on here:

mminfo -s admnman004 -q ssid=2200030137 -r volume,name,fragflags

How can I have 2 tapes with a value of "h"? How can I tell which tape is 
the start of the set, so I know what order to scan these tapes?

I've gone through the Command Line Reference Guide, and am not finding out 
an answer (or, if I am, I'm not understanding it). So what concept am I 
missing here?
