[Networker] Tape selection criteria?

I've never been completely clear on NW's selection of tapes when running backups:

Scenario: If there are two or more nearline, appendable volumes (*not* marked read-only) in pool A, and neither is currently mounted in a drive, and NW requests a writable tape for pool A, which tape will it choose to load?

Does it pick:

a. the one that was last written to?
b. the one with the oldest label date (olabel)?
c. something else?

What about when requesting clone volumes? Assuming the same scenario, is the same criteria used?
