We recently had to deal with the same issue.  Here's one way that works (in 
v7.4, at least):

In NMC under Configuration --> Registrations, make note of the Enabler and Auth 
codes for your permanent NDMP license.  Delete the license and then add it 
back.  This removes the association with a client.  When you kick off a new 
backup job for your new NAS gateway, it should pick this license up.
