This is not entirely true.
Microsoft has something called 'Microsoft Windows Recovery Environment'
for 'bare metal restore', and you can use this with NetWorker.
It is sufficient to install WSB (Windows Server Backup) and do a backup to disk
(to a locally attached disk) with save set BMR (which selects the system state
and the drives).
You obtain images of your operating system under, e.g.,
E:\WindowsImageBackup
where this directory is the place where you store your images with WSB.
It is thus sufficient to do a differential/incremental backup of that
directory with NetWorker.
Make sure E:\WindowsImageBackup is in your NetWorker backup.
Next, you should be able to do a 'bare metal restore' by going to the
Windows Recovery Environment, 'F8 Repair your computer' during booting
from install CD, and then select Ŕestore your computer using a system image
that you created earlier'.
