If you want to let networker handle cleaning, then you should disable  cleaning 
settings in the library hardware configuration. then put just one cleaning 
cartridge in slot 23 and re-configure the library in networker using jbconfig. 

hopefully after this you can set the cleaning slot range as 23-23 and data slot 
range as 1-22.
