Is VSS license required for using VSS feature in 7.5.1.xx?

Per 7.5 Admin guide,

Task:                                  Enable VSS             
Entry in Save Operations:     Should be left empty              
Result:                                Automatically use VSS (if VSS is 
licensed)

                            
I thought VSS licenses is no longer required in > Networker 7.4.2
