They don't have 'manual' indicated, do they?  Are they in the right pool
already?  If not, do you have recycle to/from set up properly to make
that happen?

If you recycle one of them yourself, does the backup immediately pick it
up and use it?

Read-only just means it can't be used for backups at the moment, which
is expected on a 'full' tape.  It doesn't mean that it can't be
recycled.
