This error has nothing to do with Networker reporter.

You must first satisfy with install requirements being 
legato client installed
and node defined as an active client or not. 

Then create a batch file like the sample one from the install kit.
BUT 1 batch file per nsr_xxxxx command, allowing you to schedule them
differently (check doc for frequency).

Eg : assuming the reporter is installed in D:\DATA\LEGATO\REPORTER\ 
then your Reporter.bat should look like

cd D:\DATA\LEGATO\REPORTER\bin
NSR_REPORTER_5.0.exe -s myserver -q "1 week ago" -D MM/DD/YY 

There are lot of options, check the doc.
