You are correct. Indeed costs have changed, but it still boils down to making the choice whether to keep the index beyond a certain period. It depends on the retention and the likelihood of needing a restore. Even with relatively cheap disk, you still may choose not to keep an index for a 10 year backup where there is only an outside chance of needing a restore.

Of course there are more options than just scanner to restore a non-browsable backup. You can do a save set recover, and optionally specify the name of specific files to recover, or if you retain index backups on tape you can restore these for a given date using nsrck -L7; which is a much more friendly option than scanner.
