We're going to dump the ntbackup system state on the local disk, we'll
keep using vcb to back it up, but backup the entire image by putting
*FULL* in the save set field.

Hello,
Outside of using guest based backup, you could schedule a process on
each 
windows server to do a local dump of system state, that would be
captured 
in ALLVMFS saveset  and could be recovered with some additional effort. 
>From licensing prospective, it may save a client licence, depending
upopn 
various licensing & backup method in use.

I got the answer.  For future reference if you backup a domain
controller using vcb and have "ALLVMFS" in the save set field it does
not backup the system state data.
