As I recall nsrck -L7 wont wont work with foreign indexes as the indexes dont 
belong to the backup server (as a networker client) your scanning into. There 
was a technical bulletin on how to do it using saveset recover.

Again as I recall assuming the indexes are on the tape do a scanner -m, then a 
directed saveset recovery of the indexes, then nsrck -L3 of the index to 
rebuild keys.

If the indexes are not on the tape then its scanner -i.
