Depends a bit on which client you have, and whether you use the change
journal, but if someone changes the security attributes of files or
folders that is enough to make the data eligible for an incremental
without changing the date modified.

Subject: [Networker] Networker Client Archiving Problem
We run an incremental backup at 20:00 everyday except Saturday when it
does a full backup, but last night it was aborted because it was still
running from the night before, it ran for 1563 minutes this was only an
incremental backup. Looking at the amount of data we noticed that client
Racstorage, drive E:\userdata, has backed up 336GB of data.
Thinking this sounds like a lot of data for an incremental backup I had
a look at the machine to see if the archive attribute looked correct for
the files that have changed since the last incremental backup.
The archive attribute for files in Racstorage, is set on files with a
very old date modified. Can you explain this?
