What's do you mean by "safe?" If the retention period for those clients is
reasonably short, you'll get back each client's license slot when the last
of its backups expires from the client file index. If you can't wait for the
retention period to pass, then manually delete the client file index data
using nsrmm. That approach is what I consider safe, but realize that if you
need to recover any data from those expired clients, you'll need to scan in
the back up media first, which can be very time-consuming.

Recovering a Client license is easy.   It requires the following steps:

Delete the Client from your list of clients in NMC or nwadmin
Shutdown networker
cd /opt/nsr/index   (or wherever your index resides)
\rm the client + subdirectories
Start networker
wait a few minutes
nsrck -L2 nsrim -X

But as mentioned, you will need to scan if you want the Client back. We use a method to retire Clients, so that the Index is retained but in the comment field for the Client we flag it something like "retired, keep till 31/12/08" or whatever.

Periodically I go through and when there is an appropriate window,
I shutdown Legato and clean up the licenses. As long as you keep track of your retired Clients, go ahead and delete them when they reach your own specified date ;)
