Then how to recover from clone tape with specific date?
My reason to use CLI command: recover -s <server> -c <client> -S <ssid/cloneid>
is to recover file from clone tape with specific date. (like recover from
original tape, we can use changetime command to get specific date).

Networker will take an online tape in preference of an offline tape. So
depositing or inventorying the clone tape while the original is out of
the library should allow for a clone recovery.

If you're only specifying the ssid, why do you think it would help you
do a clone recovery?
If you want to give a cloneid, you have to give both the ssid and the
cloneID.
... -S <ssid>/<cloneid> ...
