We're running 7.3.2.  I am hesitant to pull the trigger on the upgrade
to 7.4 SP2 right now, but it's looking like I may have to just to get
around this pesky issue.

Which NetWorker server version are you running? NetWorker 7.4SP2 does  
away with cluster licensing.
