The restart as far as I can tell does look at the schedule so you must
go into Configuration - schedules and set the override level...Note: be
sure to Clear the override when the job is complete

That's odd.  A restart shouldn't be looking at the schedule at all.  It
should just be running the existing "work list" that the original start
populated.  The backup level should be specified in the work list
already.

Can you see a valid work list before doing the restart?  (I usually use
nsradmin to view it, but I assume it's visible from the GUI in some
manner).
