Need lots more details...

How many Drives do you have ??? Pools are you writing to ?

How many groups do you run , and do they overlap ???

How many clients are in your group or groups ?

What is the parallelism set to on the Server ? , and clients in the
group (default=4 I think), and Each tape drive also has a parallelism
setting , What is that set to ?
 
I can't believe you actually take tapes offsite that are not FULL or at
least have some data on them ??
