Is this because the NAS doesn't have a connection to a tape library?

Our NAS Administrator insists that this can be done without the NAS having a connected library - I'm not so sure.

The critical configuration is "application information", "backup command" and username/password of the filer. The rest should be configured just like any other client. Two more point:

  . .nsr files are not read by the filer's dump command.

. If you have incremental level in your schedule, it will generate a full backup. Use level backups (5 and 9), such as:
