These are a virtual clients, from a Win2003 cluster. Client is 7.4.2, as 
is server. Job is a differential (FULL on Fri, Level 1 all other 
weekdays). Client saveset is ALL. PSFILE1 and PSFILE2 are storage nodes, 
as is ADMNDEV006. PSFILE3 is just a cluster client.

So it certainly looks like VSS just works, without a license, and not just 
the System State (BTW ... with VSS, you don't use "SYSTEM STATE:"; you 
have to use "VSS SYSTEM BOOT:\"). But ..

it looks like I have 2 VSS licenses (at least, that's what I see in the 
NetWorker registrations), but I changed *4* clients last night (PSFILE1, 
PSFILE2, PSFILE3,ADMNDEV006). And I don't know why I don't see VSS 
messages for the other clients ... All the PS* clients have saveset ALL 
specified, so you'd think they would all have the same log ... in the 
Management Console, only PSFILE2 shows a client version (the correct 
7.4.2), the others are blank ..

Ah, the joys of a consistent NetWorker. :-)
