No.

Exactly.  As your definition states, it's all changes since the last
full backup (or the last backup of any lower level).  That meanst that
any intervening backups of level 1 or higher are irrelevant.  Each level
1 backup in that sequence is independent of the others.

That's whan an incremental does.  Files changed since the last backup of
any kind.
