%used is just a networker aid for you to guess at tape capacity. I
don't think it represents anything more than "written" divided by
"capacity" and capped at 100%. So yes, it should. (I think it would be
easier to check "written" directly, though).
Barring bad spots on the media that occur before the actual end of tape,
and accounting for the fact that the NetWorker label at the beginning of
the tape takes up space *and* the EOF markers between tape files also
take up space.
In other words, for an LTO-3 tape with no bad spots on it, you should get
extremely close to 400 GB of uncompressed data on it. The "housekeeping"
takes away a small amount of space. How much housekeeping there is
depends on how many tape files end up being on the tape.
