No, it is an AND relationship between fields :

pool selection is based on
1) group
2) client
3) saveset
4) level
5) devices

Client file indexes and bootstrap are saved using
backup server name. As it is not filled in client list,
then it is rejected from that pool and goes to default one.
If you fill backup server there, then all backups
from backup server (backup server own data, CFI and boostrap)
will go there.

Best is so to only allow group selection and remove clients
and level from pools.

In my case, in my "windows" definitions, I have the Save Sets field
completely empty, but I have hosts defined with our windows hosts and
our levels all checked. Should I have "index: " in the save sets field?

Thanks!
