Wouldn't the fact that the error message says "Cannot allocate 11
devices... Max active... = 10" have something to do with the problem?
It seems to me that you need to reduce the number of available devices
to 10.

nsrjb: error, Jukebox command terminated with errors.
It's not seeing the problem drive as an "active device" so the nsrjb -HH
won't work.
I ran the "nsrjb -I -Ep" several times and no luck. :(
