In my experience cloning requires significant effort to configure and 
troubleshoot, i would check the pools and device restrictions and make 
sure enough resources are available for cloning, turn on debugging also.
Make sure the ssid you are trying to clone is valid , i.e not a suspect or 
incomplete.
You did not mention the Networker version and your configurations ?
