[Networker] nsrclone says busy

Hello,
we have a VTL and an L700, it's only running for a while and we have
problems with nsrclone since the beginning.
when I run
# nsrclone -b clonepool -S savesetid
then I get the message:
Starting cloning operation...
NSR server buux2: busy
nsrclone: waiting 30 seconds then retrying
this happens sometimes, some weeks we got not one time this message, but
this week, I cannot clone a single saveset. When I restart the server,
the problem remains. The tapes are not being used. This morning I
loaded the source tape in the VTL and loaded the destination LTO3 tape
in the L700 tape drive (labeled and empty), and restarted the nsrclone
process, but no change, again: busy.
