This is a small and rather simple question

...Your question was smaller than your signature and disclaimer! ;-)

How can I make a directive that contains a whole disk in W2K / W2K3

I am using Networker 7.1.2

You should upgrade, at least to 7.1.4, even better 7.2.2 + patches.

For Instance I do not want to backup any .tmp files on C-drive

Would the directive be

<< "C:" >>
skip: *.tmp

You probably want a + sign in front of the skip, and I generally indent
those:

<< "C:" >>
        +skip: *.tmp
