Hello,
Check your Device manager and make sure Tape Drivers are loaded.If not the 
best way to load the Tape Drivers for IBM drives is via cmd line, just 
download the Drivers in Temp directory and run setup via cmd line, reboot 
and double check they are still there, lastly, make sure persistant 
binding is on.
Newer IBM drivers allow Persistant Binding via drivers as well, a registry 
key needs to be mondified, read the release notes on the driver for detail.
