Avoid Veritas like the plague. Licensing would be the LEAST of your worries.

It was suggested that you might not need more client licenses for
backing up vmware instances, but that is not the case (confirmed with
Legato Licensing). Every client needs a license. Rumor has it the
Veritas doesn't have this limitation and we are also looking at it
too.

Trust EMC to figure out ways to get more money out of us.

From what I can tell so far from the brief research I've done, it can be
done one of 3 ways (from VMWare docs): 1. install Networker Win Client
package on each Windows Virtual Machine and treat each VM as an
individual client. 2. Use VMWARE Consolidated Backup, which requires
both the VMWARE host and a backup proxy server to access a common SAN
storage area (seems complicated & I don't think we have a SAN that can
be shared between the VMWare and backup servers). 3. Using a Backup
Agent (Linux Client?) on the Service Console (which requires VMs to be
powered down before having their image files backed up). I'm leaning
towards option #1 because it is the simplest and allows individual files
to be restored on each VM, whereas the others don't, but the downside is
it will gobble up client licenses.....
