You can install it on your windows PC if you're starting small... Use
the 7.3.2 windows installer.  It manages 7.2 servers just fine but
cannot be installed on the same server because it requires the 7.3.2
client package. To do a proper backup of its database you'd need a 7.3.2
server but it's not critical to backup the NMC database as it's not
config, just stats/history...

I'm using 7.2.2 on Solaris with a 7.2.2 Linux storage node(s). Is this
console program an ancillary package that I could install on our 7.2.2
server outside of having to upgrade to 7.3.x, or is it something that's
built into 7.3.x only?

I do have distributions of 7.3 and 7.3.2 on CDROM.
