You could try querying for tapes set to manual, by running:

mminfo -m -q manual

If these are the tapes you expected to be recycled use 'nsrmm -o
notmanual' on them and then try to find out who set them to manual in
the first place to stop it happening again.

You may also see some tape change to recyclable if you remove the
timestamp file /nsr/mm/nsrim.prv and run nsrim.
