I've got an enabler to add to the server. How does the server determine
which client is licensed for VSS? Is this entirely based on the Save
operations listed for each client? In other words, if I have 100
windows clients and want to use VSS for one of them, do I need to add:

VSS:*=off

To 99 clients to have that one client set up to use VSS?

Unless someone has a better option, that's what we do here. If you omit the "VSS:*=off", NetWorker 7.2.1 will not enforce the VSS license restriction, but I imagine that later versions will enforce it, perhaps even 7.3.
