We have some users who like to create their own tmp directories alot of
places, and I don't want to backup these directories up, is there a
directive to to skip a tmp directory without specifying a full path such
as /home/user1/tmp, /data/oracle/tmp etc etc..?

You could try something along the lines of

<< / >>
        +skip:  tmp

but be warned that it will skip anything named tmp, not just directories.
