If you can avoid upgrading to 7.3, avoid it. This version is way too new and plagued with issues. Check this list's archives to see what has already been discussed about 7.3. I agree that youo should first try 7.3 in a test environment before deploying it in production or just go with 7.2.1 which is quite good.

As for licenses, if you already have a NetWorker server license you should not need to purchase another one in order to upgrade. The best thing to do is to contact your NetWorker reseller or EMC directly to discuss your licensing requirements.
