I should clarify my question for clarity...: does saveset "all" imply
(on a windows client) a restore of the registry, all libraries, program
files etc so that if a client goes down, we could bring another
barebones client up (assuming identical hardware) with only a restore?
Or would we need to install the OS and rebuild program files and restore
data from saveset "all?"

I don't quite understand your question. If you are asking if you can use
NetWorker to migrate data from an old server to a new server, the answer
is yes, provided that both server's run the same types of file systems.
When you recover the data, you will have to recover each individual
saveset to an individual drive on the new server; NetWorker will not
make the decision for you. You would do well to review the documentation
for the record utility.
