OK... Here's some answers to your questions....

Full - is a flag set on a tape to say - don't put any more on it...
Either someone has set it manually, or it hits end-of-tape, or the
system encountered errors on the device when operating the tape...
Networker will get fed up and mark the tape full... Even if theres
nothing wrong with the tape and its scsi errors on the drive.....
But most likely you are seeing the effects of hardware compression.
You don't mention your drive types or config - but that's another reason
for the variable capacity... Some data compresses badly, some does
very well....

networker to re-use it.
Normally - when every saveset on a tape has passed its retention period
the tape will be marked as recyclable by a periodical process *if* the
tape is not marked manual... So make sure nothing is manual and see what
happens...
If you have a tape which you wish to be recycled despite there still
being un-expired savesets on it you mark it as auto-recyclable, and you
change its mode from full or writable to recyclable.....
Nothing will happen until the next time a new tape is required for
writing, it picks one of the recyclable tapes, and re-labels it... At
that moment all the savesets get purged from the database.
If it doesn't seem to be picking your recyclable tapes and its going for
a blank one instead, then you should check your Pool configurations...
There are options for controlling whether tapes from one pool can be
relabeld to another...
